You can get a Noisemaker by scavenging the environment or crafting it if you have the Traveling Tinkerer skill. It is also sold by Apollo for 1,920 coins, with a daily limit of 6. Additionally, you can find ten of these in the Raider Deck AR/RD 001: Ryder & Voyager. Five are included in the MAYHEM PACK, and another five in the PROTECTION PACK.
